It’s hard to wrap your mind around how people can act so carelessly, especially when it comes to something so personal. I can’t imagine how helpless and angry you must feel.

Have you been able to take any steps to address it, like talking to a lawyer or filing complaints with local authorities or agencies? Sometimes, even if it’s “civil” on paper, there can be ways to hold people accountable for mishandling personal property.
