Incident: On July 13, 2025, a man was viciously attacked in broad daylight on the 600 block of East Hyacinth Avenue, in St. Paul’s Payne-Phalen neighborhood. Responding officers found the victim, James Dale Thurber, 54, unconscious and bleeding heavily from a head wound.
